They mean he knew that there was a strong possibility that the disaster would occur due to the issues with the levee floodwalls not being built to code specifications and chose to ignore/underfund the problem.

yes -- and that was/is disgraceful. I still can't wrap my mind around the degree of plain lack-of-care... grah.

I really just found the misleading subject line confusing and a bit silly, especially as it brought to mind this image of Bush running out there and just shouting at Katrina to go away.

(though, at least then we might have been rid of him...)
